As the Director of Dell State Health Services, Melissa Boudreault is responsible for the strategy and development of Dell Services strategy and product development for the next generation of health care.

As one of the original implementers of Massachusetts ground-breaking Health Care Reform law, Melissa has been on the forefront of development and implementation of some of the most innovative developments in health care. As the designer of many of Massachusetts Connectors policy and operational successes, she is utilizing her expertise to work with State in the creation of their own Exchanges.

Melissa Boudreault is the former Director of Massachusetts's Commonwealth Care program, at the Commonwealth Health Insurance Connector.  The Connector is an independent authority established under Massachusetts' landmark health reform legislation of 2006, to promote health insurance coverage for the uninsured. Only two years after the passage of Health Care Reform legislation there are more than 400,000 newly insured Massachusetts residents enrolled in health insurance plans, and more than 97% of the state’s residents now have coverage.

Commonwealth Care was launched in October of 2006, and provides subsidized insurance to uninsured Massachusetts residents. The program, which as of April 2010 had over 150,000 members, is a hybrid of Medicaid and commercial insurance models. Melissa has overseen all aspects of the development, implementation and growth of the program. Along with building the IT systems and business processes to support Commonwealth Care she was also responsible for working with the wide range of stakeholders that support the program.

Melissa has extensive expertise in Health Care and Information Technology, and has focused throughout her career on the intersection of IT and program design. As a senior advisor to the Massachusetts Executive Office of Health and Human Services, she lead efforts to use a blend of IT and program design to transform a number of key areas, including enrollment, provider services, and contracting. Melissa has designed and implemented a number of systems in operations in organizations as diverse as the Dana Farber Cancer Institute, BBN Technologies, and The Carter Center in Atlanta.

She has a Masters Degree in History from Boston College and undergraduate degree from Simmons College.
